The Civil Justice Council has published its final report following its review of the guideline hourly rates (GHR). The interim report in January proposed increases to the GHR (which has not seen any increase since 2010) of up to 35% for some categories of fee earner.



In the final report there is a proposed amendment to the current rates categorisation based on location, instead proposing a London 1 and London 2 rates; with the former being 'heavy corporate commercial work' and the latter 'Business Property and Courts work'. There is also a proposed London 3 rate to reflect the higher costs in the London area.

The National bands 2 and 3 are to be merged into a single band without any special category for high level commercial work.

The final report now passes to the Master of the Rolls, Sir Geoffrey Vos for a decision. The full report can be found below.
